Op-ed: Is clean, green nuclear energy the answer to EU’s energy security woes?

17 March 2022

by Dr Kelvin Kemm

Half a century ago South Africa decided to build its first nuclear power plant. The decision was correct – we now need to hurry up and build more, writes Dr Kelvin Kemm for ESI Africa.

The friction between Ukraine and Russia is an old problem that has been going on for years. It is nothing new. All EU countries should have been aware of this and should have regularly carried out foreign policy updates covering various potential scenarios. But now one huge shortfall on the part of the EU has rapidly come to the fore: that of energy security.

For years it has surprised me that as European countries implemented Extreme Green Energy policies, they seemed to allow other national security considerations to drift off into the wilderness. Now the cows have come home.

Nuclear Power A Necessity for Africa’s Economic Growth

Nuclear Power A Necessity for Africa’s Economic Growth

Nigeria and Ghana making nuclear power part of their future

A nuclear power plant

A nuclear power plant

March 12, 2021

It is essential that African nations advance their plans to build nuclear plants as part of their energy grid. That is why the efforts of Nigeria and Ghana should be hailed as progress for the continent. Africa`s Future Depends on Adopting Nuclear Power Generation

The lack of energy is killing more Africans that any other cause of death. My estimate is that the nations of Africa should acquire at least 1,000 gigawatts-1,000,000 megawatts-of electrical power to raise the standard of living of the populations to that of a modern industrialized society. Nuclear energy must be an increasing share of the continent’s energy generation.

The Imperial Liberal World Order or Sovereign Internationalism? : EIR interview with Dr Richard Sakwa

The Imperial Liberal World Order or Sovereign Internationalism? : EIR interview with Dr Richard Sakwa

“...So when you ask why has Putin acted at this time..…….within the larger question to get an over-arching European security order. So there`s at least 3 levels of conflict : one in the Donbass, one over Ukraine more broadly, its neutrality or its future place in a security order, and then the larger failure of European security. You could even add a fourth, which is that global tension, pressure between the United States`s vision as a global hegemon and the resistance of powers like Russia and China to those hegemonic ambitions. So we are living at the intersection of multiple crises and its not quite clear that if we end up with this crisis escalating to the top level, we`re really talking about a global war.”

“What was most shocking was President Zelensky`s comment at the Munich Security Forum that Ukraine may become a nuclear weapons power. That was shocking enough but what was perhaps even more disturbing was the lack of response of the Western powers, the Atlantic powers, which of course are blocking North Korea and Iran becoming nuclear weapons powers and yet it seemed as if Ukraine was going to be given a free pass.”

“...of course double standards are really the name of the game and they have been for a long time.Obviously when NATO is being talked about as a peace body, a collective defense body only, we have seen the bombing of Serbia in 1999, not to mention the NATO planned invasion of Iraq in 2003, and above all the destruction of the Libyan State in 2011……..In 2008 Libya and Italy signed a developmental agreement, a long term cooperation agreement, Italy of course is the former colonial power, and this did really seem to be the way forward………………all of that was destroyed in 2011.”

Mike Billington: “…Putin also addressed the internal breakdown of key industries, of the economy, and the social structure in his Monday speech. This constrasts, of course, greatly with the Western media argument that the US and NATO are defending freedom and democracy in Ukraine against Russian autocracy….”

“I think Natalia Vitrenko`s analysis is one of the best………….because they have understood the way that the model of post communist capitalism and then the way it has developed since 2014 which has unleashed neo-liberal shock therapy on a society which has already been devastated and pillaged by inequality and indeed by political intolerance. We know that the Communist Party was banned in 2014, a rather shocking development, the Socialist Party, the group that Natalia leads, has been under permanent pressure and of course the Ukraine is one of the few states which , its GDP, both in nominal terms and per capita terms, is lower today than it was in 1991. A shocking development. And whole swathes of industry have died back and the reflection of this dire economic circumstances, very, very expensive services, energy and so on, all pushed by the IMF, has been mass immigration, at least 6 million have gone as labour immigrants.”

“At the end of the Cold War, there were 2 peace orders on offer. Both reasonably good in some ways. The first one was the Gorbechovian version, the one that is based on Charter Internationalism, the Charter of the United Nations and subsequent body of international law built on that and Universal Declaration of Human Rights, but the model there is Sovereign Internationalism. Which is good. This is the one that Russia and China pursue. The second model is the hegemonic piece with the expansive liberal , so-called liberal international order, with 2 legs, the economic one and the peculiar model of the economy and of course with NATO. You may say that they deliver certain public goods but it would mean that the rest of the world has to be a subaltern, a sub-ordinate, in some way accepting of the dominance of this Atlantic power system. So these 2 models have been in conflict and this ultimately underlies the conflict to this day.”

” The Belt and Road Initiative and its maritime equivalent is extraordinarilly important because it provides an alternative source of development financing for all those countries who have signed up to it. And it is critisized much in the West for becoming exploitative , becoming a sort of debt trap. Many good studies have demonstrated that this isn`t quite the case. Clearly there have been some issues, but what this has offered …………….It can be transformative. If you have the infrastructure balanced with the social capital, or even forms of social organization that are cooperative, you could call it socialism, you could call it other things but ways in which we have not an exploitative form of development but genuinely where the profits and the work , the dignity of labour, as we used to call it, can manifest itself in combination with this infrastructure. But of course we have seen this huge backlash against the Belt and Road Initiative , the Atlantic powers, Lithuania for example has now left and there`s a whole stack of attack on it because it is a model, an alternative model not just of world power but of an alternative model of world development.”

I am deeply critical of this Global Britain agenda in the way that it has now developed which reflects the worst aspects of which you have just referred. That Global Britain is an archaic project to try to re-establish influence not in the framework of what we talked about just now, peace and development. It is an old fashioned, gun boat diplomacy type attitude which of course has had these enormous deleterious consequences over the years. And when Britain left the European Union, I wanted, and I would love to see, a Global Britain that builds on the sort of ideas we have been talking about, which is the idea of development, of moving beyond militarism, moving beyond this endless attempt at gun boat diplomacy, that gun boat diplomacy of the sort we saw in the Black Sea when that British ship went past the territorial waters of the Crimea. And of course the air craft carrier was being sent off to the Far East, to the South China Sea, to wave the flag. This is a sort of 19th Century behaviour. So this is a worst sort of old sort 19th Century imperialism combined now with 21st Century , how can I put it, the liberal Empire of Capital. Which is exceptionally frightening in all sorts of ways. And one also has to say it is the media in all of this, the media autonomy has become undermined by not only financial interests but the erosion of public debate.

Russia Can Be the Major Nation
First to a Gold-Reserve Credit System

[Print version of this editorial]

March 4—Jamie Dimon’s bank’s economics staff has confidently predicted that the multiple layers of extreme “nuclear” economic sanctions slammed on Russia by the trans-Atlantic treasuries and central banks, will shrink Russia’s GDP by 30-35%. The JPMorgan Chase CEO has been in the limelight pontificating on just how to keep the Russian banks out of the SWIFT interbank system. The recent economic forecasting record of his bank’s economists is atrocious. Leaving that aside, and looking instead at the ultra-bloated speculation (“balance”) sheets of JPM and the other London- and Wall Street-centered banks, it would seem that U.S. GDP could be wrung out by a good 25% while getting real physical-economic growth started. But physical-economic growth is not what is in store for the NATO nations now, only very rapid growth in the prices of everything.

The Wall Street Journal ran a column March 3 headlined “If Russia’s currency reserves aren’t really money, the world is in for a shock,” saying:

Sanctions have shown that currency reserves accumulated by central banks can be taken away. With China taking note, this may reshape geopolitics, economic management and even the international role of the U.S. dollar.

The London Financial Times followed with an article on the same subject March 4. Both the dollar and the euro have just been used to steal hundreds of billions from Russia’s national reserves. That will mean that central banks in scores of countries will try to replace dollars and euros with gold and other currencies in their own reserves, lest they be stolen by an angry and arrogant London and Wall Street, like those of Afghanistan, Iraq, North Korea, Iran, and now a G20 power, Russia.

Already with the 2014-15 sanctions on Russia and many others—the share of dollars in central bank reserves around the world has dropped from more than 70% earlier this century, to about 58%—mostly to the benefit of the euro. Now that will accelerate, and the euro will be just as much a theft risk in a nation’s reserves as the dollar.

NATO Countries Impose
Economic Austerity on Themselves

The NATO nations now look like they will impose severe economic austerity on their own peoples, with raging inflation, the waste of large military spending increases, and much more rapid elimination of fossil fuels for heat, power, agricultural chemicals, steel production, and so forth. They will be driven by those who have spearheaded the “extreme sanctions” on Russia from the beginning—Boris Johnson’s UK government and the European Commission headed by Ursula von der Leyen.

Having, as they think, destroyed the Russia-China partnership as the economic development alternative in the world, their policy will be to subject their own—and developing countries’—populations to the Green Deal, with a vengeance. The bans NATO has imposed on Russian exports have already exploded the oil price to $115-120/barrel in a week; the natural gas price in Europe to more than 2,000 euros per thousand cubic centimeters; the price of Australian coal by 100%; the price of wheat by 30%; and on through the list of fertilizers, pesticides, edible oils, nickel, and steel, and so on. All these prices had already been increasingly inflating for two years prior to this crisis.

What will NATO power Turkey do, for example, with an inflation rate already officially at 56%/year and 75% dependent on wheat exports from Russia and Ukraine which it now cannot get? The Turkish lira without war or sanctions has actually dropped much further, relative to the dollar and euro, than the Russian ruble.

This fatal policy thrust of “Great Reset” austerity may get displayed immediately in the “economic resilience” summit on energy independence and defense which French President Emmanuel Macron proposes to hold as early as March 10 in Versailles.

Immediately the economic prospects clearly look dire for Russia, and for those countries which depend on its food exports, particularly Turkey, Egypt, and a dozen African and South Asian nations. Russia under the “nuclear option” sanctions is in a very similar position to Abraham Lincoln’s Union government in 1861: Having little external debt but virtually no international credit; very little domestic credit capacity with its banks impaired; limited reserves; dependent on key imports such as, in Russia’s case, machine tools which it now cannot get; suffering inflation from devaluation of its currency; and having to fight both economic and actual war.

Russia has already taken some defensive steps against capital flight and against the changing of rubles into foreign currencies. The Russian Central Bank is also requiring that importers immediately change 80% of their import revenues to rubles to provide liquidity to Russia’s banking system. In addition, it more than doubled its main discount rate to 20% from 9.5%, and Russian private banks even raised their savings interest rates a point above that in order to hold ruble deposits.

But having gold reserves under its effective control of close to $200 billion (about 20 trillion rubles equivalent currently), the Russian government can do something similar to the Lincoln Administration’s “Greenback” currency and credit policy. It can—as Lyndon LaRouche advised the U.S. government amid rampant inflation in 1981—issue gold-backed bonds for new productive capacity and infrastructure, and for maintaining existing productive capabilities which are crucial for the world, such as advanced nuclear power facilities. If these bonds are gold-backed, with a reasonable maturity and include small denominations, they can bear a much lower interest rate than 20% and effectively form a new ruble currency issue.

Were Russia to be able to do this, it would provide needed relief to nations all over the world, which are in shock at the economic chaos and austerity they face; to India; and to China’s Belt and Road Initiative.

Schiller Institute Call for a New Security Architecture

The Schiller Institute’s call for an international conference for a new security architecture, emphasizes that this new agreement must be based on a new economic policy of development of all nations, through the cooperation of the major economic powers in particular. The core of that policy was laid out by the late economist and statesman Lyndon LaRouche as “four laws,” beginning with Glass-Steagall bank separation and national banking as U.S. Treasury Secretary Alexander Hamilton defined it, in every country. “Hamiltonian” national banking emphatically included the Lincoln Administration’s credit issuances through its “Greenback” and bank currency acts—which also legislated strict bank separation as in the later Glass-Steagall Act.

Such an action by Russia to begin to rescue itself from NATO warfare, would provide an opening for joint creation of infrastructure and industrialization credits with China, India, and developing nations; and these could include positive exchange controls to prevent currency collapses and facilitate long-term lending.

As China has re-emphasized in a statement by its Foreign Minister Wang Yi on February 28 concerning the Belt and Road Initiative, so the new economic policy agreements which the Schiller Institute calls for, must be open to, and seek the cooperation of, the United States in particular. For that to happen, will require that the Biden Administration come to see the British-led imperial rage and revenge obsession of the European NATO countries as the potentially fatal mistake that it is.

In light of the escalating Ukraine crisis, people around the world are urgently asking themselves and their political leaders where this will all end. Is this heading towards a very big, perhaps even thermonuclear, global confrontation? Are we facing a reverse, more dangerous Cuban Missile Crisis? Will Mankind even survive?

Behind this very real danger of war, and the cause of that danger, is the blowout of the entire trans-Atlantic financial system. A nearly $2 quadrillion speculative bubble of derivatives and debt is already blowing apart. A hyperinflationary process has been unleashed globally, with an accompanying collapse of the physical economies of the Western nations. The City of London and Wall Street, the owners of that bankrupt system, are desperate to destroy any functioning alternative to their system — such as Russia and China’s alliance around the Belt and Road Initiative, which now incorporates nearly 150 nations — and the financial Establishment has openly stated that this is what is at stake.

So has Vladimir Putin, who has correctly said that the U.S./U.K./NATO relentless expansion eastward up to Russia’s very borders, is driven by this economic policy, and that it threatens Russia’s national security in ways Russia cannot accept.

Therefore, to stop the drive to war, it is necessary to adopt a more fundamental approach, which is to establish an entirely New Paradigm that will ensure the security, and the economic development, of every nation on the planet. The only recent precedent for this in the West, is the 1648 Treaty of Westphalia, which put an end to 150 years of religious wars in Europe. It was crafted only at the point that all parties realized that, if they continued on their current path, there would be no winners and very few survivors. They chose to create a New Paradigm based on the defense of the interest of the other, and on the premise that the security of all was the first requirement for the security of each party.

That is the key lesson of the Treaty of Westphalia for today. The world today stands at a similar crossroads. If the current geopolitical policies continue, nuclear war becomes a very real possibility — after which there would be no winners, and most probably no survivors.

Instead, an international conference must immediately be convoked along the lines of the Peace of Westphalia. The fundamental interest of all of the parties is to ensure that the central economic and security interests of each are taken care of — in other words, an order based on the benefit of the other, on the common good or the General Welfare, and on an underlying love of all Mankind.

The economic system must also be drastically reshaped to express this outlook. The renowned American economist Lyndon LaRouche specified in great detail how such a system would work, based on what he called his Four Laws:

The immediate re-enactment of the Glass–Steagall law instituted by U.S. President Franklin D. Roosevelt, without modification, as to principle of action. This means putting the entire speculative financial bubble through bankruptcy reorganization. A return to a system of top-down, and thoroughly defined, National Banking, as specified by the U.S. first Treasury Secretary, Alexander Hamilton. The purpose of the use of such a Federal credit-system is to generate high-productivity trends in improvements of employment; with the accompanying intention, to increase the physical-economic productivity, and the standard of living, of the persons and households. Adopt a fusion-driver ‘crash program’ to promote the fundamental breakthroughs in science which unlimited economic growth and development require. The Schiller Institute and its founder Helga Zepp-LaRouche issue this call to initiate the urgent international discussion that is needed to convoke such a conference, and stop the so-called “Doomsday Clock” before it strikes midnight. It is time for institutions and individuals from every nation to step forward and join the mobilization for an international conference to establish a new security and development architecture for all nations.
