Book Review of :

Dead Aid: Why Aid Is Not Working And How There Is a Better Way For Africa

by Dambisa Moyo

New York: Farrar, Straus and Giroux, 2009 188 pages, hardcover, $24.00

I came to read Dead Aid at the request of African friends who wanted to know what I thought of this book, which is making the rounds among those concerned about the plight of Africa. Having now read this book, I feel obliged to speak out as strongly as possible against Moyo’s deadly pro-British axioms: her support for globalization and free trade, the two most deadly diseases ever to infect mankind.

The author, a Zambian, articulates policies that are coherent with the goal of the British monarchy’s World Wide Fund for Nature (WWF), to depopulate the world by several billion people. Whether she intends, or even realizes the deadly consequences of her thinking is a separate matter. All moral, thinking people, especially Africans, should denounce the axioms underlying this book.

Moyo ignores the role of International Monetary Fund (IMF) policies which have turned African countries into food importers, instead of helping them achieve food self-sufficiency. This process, among others, created a huge debt load for Africa, with debtservice payments larger than the amount of aid received. She blames corruption, saying that aid money was misspent. Incredibly, she advocates cutting off aid as the solution, to force African countries to shape up, and goes so far as to say that a dictator could make free trade work better.

“What is it about Africa that holds it back, that seems to render it incapable of joining the rest of the globe in the twenty-first century?” Moyo asks. “The answer has its roots in aid.”

It is all the more important to speak out, following President Barack Obama’s address in Ghana on July 11, whose tenor was in line with Moyo’s biases.

Before even reading Dead Aid, one is tipped off that one is embarking upon a nasty journey. She dedicates the book to Peter Bauer, and Niall Ferguson writes the Foreword. Bauer, who died in 2002, was a professor emeritus at the London School of Economics, and was the first recipient of the Cato Institute’s Milton Friedman Prize for Advancing Liberty—enough said. Ferguson, author of Empire: The Rise and Demise of the British World Order and Lessons for Global Power, is an unabashed apologist for imperialism; Moyo cites him in her book to buttress her argument for the creation of an “independent monetary authority”—i.e., independent of the sovereignty of the nation—to “to foster growth.”

The Monetarist Mindset

Moyo’s training has conditioned her to genuflect before the altar of fictitious monetary values, in the bubble economy that has polluted our economy over the last four decades. After two years at the World Bank, she moved on to Harvard for a master’s degree, and then to Oxford for a doctorate in economics. She worked for eight years at Goldman Sachs (2001-08), one of the primary institutions whose speculative trading in derivatives led to the collapse of the global financial system in July 2007. Her employment at Goldman Sachs alone disqualifies her to speak about economics, as she has no understanding of how to build sovereign economies capable of producing the physical wealth necessary for their people’s existence. Like Bauer and Ferguson, Moyo has no comprehension of the unique principles of the American System of Political Economy, established by Alexander Hamilton, the first Secretary of the U.S. Treasury, which is the only sound scientific basis for economic development. She instinctively opposes the American System economic principles that allowed the United States to achieve significant rates of growth even after the death of President Franklin Roosevelt, until President Richard Nixon introduced the floating-rate-exchange system. Moyo’s analysis suffers from a systemic mental defect: her monetarist world view, which leads her to propose recommendations that are against the interests of the African people. She fails to grasp the principles of Franklin Roosevelt’s Bretton Woods system, and adopts instead the outlook of John Maynard Keynes, whom she calls the “pre-eminent British economist.” Her hostility to the very notion of state issuance of credit for investment in a country’s future, most importantly for investment in essential categories of infrastructure, is a pervasive theme of the book.

Is Aid Responsible for Backwardness?

Moyo’s main thesis, is that since World War II, the West has spent over $1 trillion in aid to poor African countries, which has been misspent by corrupt government leaders to pad their own pockets. Her solution is to propose that, in five years, all aid from the developed countries should stop. According to her, it won’t get any worse for the people living in Africa, and eventually it will force governments to change their ways. How many people will die as a result, is not much of a concern for someone who was trained at “Goldman Sucks.”

After praising the performance of a few African stock exchanges and bond markets, as a Goldman Sachs capital market specialist is trained to do, she does find it necessary to catalogue the horrific conditions of life in Africa, if for no other reason than to bolster her case for the failure of aid:

• Sub-Saharan Africa is the poorest region in the

world, with an average per-capita income of US$1 a

day. Some 50% of the world’s poor live in Africa.

• African countries are as poor today as they were

in the 1970s.

• If current trends were to continue, in 2015, Africa

would account for one third of the world’s poverty, up

from one fifth today.

• Africa is the only continent where life expectancy

is less than 60 years; in some countries it is as low as 30

years.

• One in seven children die before the age of five,

with 50% of Africa’s population below the age of 15.

‘Benevolent Dictatorship’

Under the ideological cover of free-market policies, the IMF, through its structural adjustment programs (SAPs) of the 1980s, demanded the removal of any state involvement in the economy. Its diktats included eliminating subsidies, liberalizing financial institutions, privatizing 90% of state-run corporations, and shrinking the work force of the civil sector. The result was to further drive down fledgling economies, and to end even the limited investment in infrastructure. But the most evil intended effect of the SAPs, along with the emergence of the World Trade Organization (WTO), was to utterly destroy agricultural sectors and the capacity to feed the people of a nation through their own labor. (Even under the boot of direct colonialism, this was never accomplished.) As a result, since the mid- 1980s, virtually all African nations have been dependent on food produced outside their borders for their very existence.

The SAPs created greater dependency on the West through increased amounts of new debt, borrowed from banking consortia. Moyo reports that by the end of the 1980s, the debt of the “emerging-market” nations soared to $1 trillion, leading to yearly debt-service payments that were $15 billion in excess of the aid received, thus producing a “net outflow of resources.” Instead of identifying the SAPs as responsible for wrecking these poor nations, Moyo blames lack of “good governance” and the failure to fully implement IMF conditionalities.

In other words, if only the patient had imbibed more poison, he would not have died.[1]

[1] Nigeria offers one of the best examples of how the SAPs sent a nation spiraling downward. The IMF and the British ordered the removal of head of state Gen. Muhammadu Buhari in 1985 to bring into power, through a coup, the more compliant Gen. Ibrahim Babangida, to implement the SAPs. Immediately following the coup, the Nigerian currency, the naira, which was approximately equal to $1, plummeted to 25 to the dollar; farmers were bankrupted, since they could no longer afford imported farming machinery. Forced to leave their farms, they migrated to cities like Lagos, which could not accommodate the increase in population; there were no jobs for the millions of people now living in three-sided corrugated metal shacks. All infrastructure programs (as limited as they were) ceased, and all subsidies ended. Nigeria has never recovered to this day.

While Moyo never misses an opportunity to castigate “undemocratic” African leaders for the miserable condition of their people, she praises the methods of the brutal dictator of Chile, Gen. Augusto Pinochet: “That is not to say that Pinochet’s Chile was a great place to live: it does however, demonstrate that democracy is not the only route to economic triumph.”

This is the same Pinochet who was praised by George Shultz and Felix Rohatyn, as a model for “free-market” economics. Ferguson, in his Foreword, even more directly blurts out his preference for dictatorship, saying that poor countries need “in fact a decisive, benevolent dictator to push through the reforms required for getting the economy moving.”

Prescriptions for Death

The idea on which Moyo’s book is premised is that after foreign aid is terminated, countries will either “cut back on expenditures or raise funds elsewhere to support the same level of spending.” In other words, let people suffer even more than they are now, and they will figure how to make it on their own. Moyo suggests the following alternatives for countries to raise money once the aid is cut off: foreign investment, trade, capital markets, remittances, micro financing, and savings. Those “alternatives” would never put Africa nations on course to achieve economic freedom, but to make such “suggestions” in the midst of a total breakdown of our global economy, to countries where the majority of the population lives on $1-2 a day or less, is just plain disgusting.

She boasts that her “prescriptions are market based, “since no economic ideology other than one rooted in the movement of capital and competition has succeeded in getting the greatest number of people out of poverty, in the fastest time.” (What about the unique creation of the United States? I guess they don’t teach that at the schools she went to.) Moyo is unable to conceive of any economic policy that is not based on monetarism. The “freedom” to further globalize the world economy, and the unfettered banking system’s “right” to speculate in quadrillions of dollars of derivatives, are the only doctrines that exist in her monetarist mindset.

Moyo despises the very notion of a sovereign nation state; she opposes protectionism; she disregards the principles of President Franklin Roosevelt’s Bretton Woods System of sovereign nations, in opposition to Keynes’ One-World, central bank/imperialist system; and she completely rejects the historically successful, credit-based American System of political economy.

Globalization Is Evil!

“A . . . specifically fascist type of assault on humanity generally,” wrote Lyndon LaRouche recently, “is expressed as the elimination of national sovereignties by the mode of imperialist tyranny known as ‘globalization.’ Essentially, no nation shall grow its own food, or exert sovereignty over the technologies it employs. At the same time ‘globalization’ of the labor-force lowers the level of technology at the population’s command to a virtual condition of pauperized peonage”

(“Economic Science, in Short,” EIR, June 19, 2009).

In Chapter 8, Moyo doesn’t just endorse globalization; she wants to turn every African into a slave for the British Empire’s cheap labor policy. She characterizes three groups of countries: “winning globalizers”— those who experience economic growth from increased trade; “non-globalizers”; and “losing globalizers,” which have increased trade but are not experiencing economic growth—the category, according to her, that includes many African nations. She asks why African nations, with their huge pools of cheap labor, are not achieving more success in the world of globalization.

Her answer: protectionism! It is the protectionist policy of the West, especially in the agricultural sector, that is responsible for the “globalized losers.” For her, the virtual slave-labor wages that Africans have been reduced to accepting, would turn them into “winners” in the free-market economy, if it were not for subsidies to American and European farmers, and tariffs on other manufacturing products. Many well-meaning African leaders unfortunately fall into this trap of blaming American and European subsidies for the demise of their agricultural sectors.

This simply is not true. The American family farmer has been targeted for extinction for 30 years, allowing the food supply to be controlled by a tiny group of unregulated food cartels. This is another product of globalization, which has to a large degree already succeeded in forcing most nations into food import dependency, endangering their national security. This is yet another good reason to end globalization and put the WTO out of existence, as Lyndon and Helga LaRouche called for in June 2008.

Moyo is so obsessed with defending free trade, that she attempts to cover up its genocidal effects in Africa by removing “famine” from the Four Horseman of Apocalypse, and replacing it with “corruption.” She continues: “On pure wages alone, Africa should dominate the world’s manufacturing slot (manufacturing does tend to employ lowly skilled, so Africa’s poor education showing ought not to hamper its prospects of becoming a manufacturing engine).” She is upset that these poor countries cannot effectively market the slave-labor conditions of her African brothers and sisters in the globalized economy.

Moyo can’t wait for the aid to Africa nations to be terminated. Then they will forced to accept public-private partnerships, which will be controlled by the same financiers who indebted Africa and bankrupted the world economy. This is a “good start,” says Moyo, “as are the billions of dollars of smart money (hedge funds, the international banks, private equity funds) now going to Africa. Africa’s era of private capital is only now beginning, and this trend has to be nurtured in order for it to continue.” Nurture hedge funds in Africa? Isn’t Africa suffering enough? It was, and is, the speculative orgy of hedge funds and the like, run by investment houses like Goldman Sachs, that destroyed the world economy!

Unfortunately, many Africans are so angry at the failure of their governments, that they buy into Moyo’s line. African nations have never been allowed to develop. The British and other colonial powers made sure that no regional infrastructure was ever built, dooming those countries to permanent underdevelopment. There is no “objective” problem in developing sovereign national economies in Africa; it was the conscious British, and later U.S.-adopted policy of genocide that caused the horrible conditions of life in sub-Saharan Africa.

Secondly, the nurturing of ethnic conflicts has been a primary imperial tool to prevent the emergence of nation-states that the people of a country could identify as representing their interests. While anger at the “corruption” of one’s government is understandable, it is necessary to think about who created the conditions that are responsible for “corrupting” governments.

Indeed, one of the real tragedies of Africa is the internalizing by the Nigerian elite of the British oligarchic mindset, which still afflicts the country’s leadership today. Now look at the shameful remarks by President Obama in Ghana last week: He would rather blame African leaders than tell the truth about how the continent has been kept in backwardness. Like Moyo, Obama exhorted African leaders to strive for “good governance,” and to follow the same monetarist doctrines that accelerated the rate of collapse of the U.S. and world economy, since his inauguration. These two “children of Africa” have offered no pathway out of the misery affecting millions on the continent. Have they become the modern faces deployed to sell the new imperialist policy of globalization to Africa?

Would I recommend reading this book? Only if you want to know how the enemies of mankind are planning to kill more Africans.

Urgent News from Uvira, DRC

Urgent News from Uvira

28 September 2017

by Raphael Bahebwa Kabambire

It is reported from people in Uvira that there is violence today between Mai Mai and government troops backed by MONUSCO.

This has taken place in suburbs of Uvira which is 125km from Bukavu, capital city of South Kivu.

We have been informed that since yesterday the people`s army (Mai-Mai) have been engaged with FARDC ( DRC government forces) who are backed up by MONUSCO, UN peacekeeping forces.

Heavy combat is taking place right now in Kalundu Port of Lake Tanganyika which is about 15km from Burundi.

The amazing side of the story is that government forces (FARDC) are fleeing in direction of Bakavu. It is now MONUSCO troops fighting with the people`s army (Mai Mai). It is also being reported that MONUSCO is obstructing civilians trying to flee the violence.

The question is are MONUSCO  defending Kabila or is it there to serve the population? At this point people are confused as to what the UN peacekeeping mission has as its designated role!

The border with Burundi is closed and the road to Bakavu is closed to civilians but MONUSCO are allowing FARDC to run away.

While Rwanda’s criminal ruler – presidential imposter was addressing to empty seats during the 72 general general assembly gathering in New York. South of his little Kingdom, in Burundi. President Nkurunziza was opening a $ 32 million complex steel Mill in Musumba, invested by a Burundian investor. The plant will employ more than 1500 people, operating 24/7. This is a great investment for the area and Burundi as a whole. It will also increase employment to different suppliers of this steel Mill factory.

Back to Rwanda, criminal Paul Kagame knows very well that the unemployment levels among youth demographic is hitting at around 70%, and these unemployed youths are not interested in his meaningless mobile foreign trips or his over luxurious endless foreign trips that attract no investment; they totally need jobs not his political and economical fabrication bullshit.

A Brilliant Genocide

A Brilliant Genocide

A Brilliant Genocide is an exposé of the brutal campaigns by the Yoweri Museveni regime to wipe out a significant part of Uganda’s Acholi people under the guise of crushing a rebellion by the Lord’s Resistance Army (LRA). It lays bare the atrocities committed by Museveni’s army against the Acholi people of northern Uganda since 1986, when Museveni seized power, and includes interviews with survivors of the most pre-meditated torture. What has occurred is unfathomable: civilians raped in front of their families by Museveni’s soldiers, people tortured, buried alive and burnt alive – forms of abuse previously unheard of in Uganda. It is the humiliation and deprivation of a particular ethnic group that has suffered like no other in Ugandan history.

This documentary is the untold story of a people who were placed in what amounts to concentration camps, where the death rates from planned neglect exceeded 50,000 people per year over a period spanning more than a decade, according to the World Health Organization (WHO). A Brilliant Genocide is a counterpoint to Kony 2012, which brought worldwide attention to the crimes committed by the LRA. It shows how the Museveni regime has used Kony as a straw man, enabling the Ugandan government to garner international sympathy and resources in the supposed ‘war on terrorism’ while in fact diverting attention from its own crimes against humanity in northern Uganda.

It includes interviews with Museveni’s former close associates, involved in conducting some of the bloodiest campaigns in the north, and many other prominent Ugandan thinkers, opposition figures, activists, exiles and émigrés.

This is the untold story of how an African dictator has been able to commit mass murder and still get a regular audience at the White House and 10 Downing Street. It comes at a critical time in Uganda’s history, with Gen. Museveni re-elected after 30 years of rule, in what many critics around the world are calling a sham election.

Ugandans Defy Museveni’s Life-Presidency Agenda As Fight Erupts in Parliament

Ugandans Defy Museveni’s Life-Presidency Agenda As Fight Erupts in Parliament

[Commentary]

Uganda’s dictator Gen. Yoweri Museveni is determined to destroy every institution in the country in his egomaniacal drive to become Life President by lifting the 75-years cap age limit for presidential candidates from the constitution.

Ugandans overwhelmingly oppose the measure. They demonstrated this last year by electing opposition leader Dr. Kizza Besigye president. Yet Gen. Museveni simply ignored the results and had his hand-picked Election Commission chair Badru Kiggundu declare him as the winner. His rubber stamp Supreme Court upheld the farce when it rejected a bid by one of the other candidates to annul the election on account of massive rigging and fraud.

Now determined to repeat last year’s charade in 2021 Gen. Museveni wants to remove the last obstacle before him. Uganda’s constitution bars anyone aged 75 and above from running for president. Museveni sees this as a minor obstacle and he’s determined to once again rape the constitution by removing age limits even after he lied on national TV that he woudn’t make a presidential bid after age 75.

This is the time for those countries that bankroll the corrupt and brutal dictator to make it known that they will close the check books that sustain his regime. The United States alone supports Gen. Museveni’s government with $750 million each year.

Before 2005, Uganda’s constitution had a two-term limit to the presidency. Gen. Museveni coerced and bribed enough members of Parliament to have term limits removed.

Both of Uganda’s major East African neighbors, Kenya and Tanzania have presidential term limits. Kenya took a giant step towards independence of the judiciary when on September 1, its Supreme Court annulled elections that had been awarded to incumbent Uhuru Kenyatta and ordered new elections.

Yet Uganda, under dictator Museveni, continues to take giant steps backwards.

Now Gen. Museveni wants to desecrate the constitution once again. Ugandans from all walks of life –in the rural areas, students, city workers, and even some members of Parliament from Museveni’s own ruling National Resistance Movement party, and members of the armed forces– are opposed to a life-long dictatorship.

That’s why when some of Museveni’s acolytes in Parliament today moved to debate a proposal that would lead to a constitutional amendment removing age limits all hell broke loose on the floor.

Parliament betrayed Ugandans in 2005 by removing term limits and allowing the dictator to extend his regime. This time Parliament should defy the dictator.

If they fail Ugandans, the matter could be resolved by the masses of Ugandans, and that could have unpredictable consequences.

It is much easier for Parliament to do the right thing.

New Report Destroys Fabricated Myth of Syria’s ‘White Helmets’

September 23, 2017 By

The following video report destroys the popular fabricated western-run narrative about the White Helmets, who erroneously stole the name of ‘Syria’s Civil Defense.’

Reporter Murad Gazdiev and 21WIRE associate editor Vanessa Beeley also demonstrate how money is laundered through various western NGOs in order to prop-up the public image of this maleficent organization in Syria. In addition to their commentary, this report also features numerous eye witnesses testimonies about the pseudo NGO offering money to East Aleppo residents in order to play extras in their filming of fake rescue scenes, as well as on the ground footage of one “White Helmets Center” which was also used as a bomb and factory and a Hell Cannon position to target civilians living in government controlled West Aleppo prior to the liberation of terrorist-occupied East Aleppo in December 2016.

“It seems that White Helmets organization is hailed as heroes in the West, and the latter one provides millions of dollars to so-called saviors. However, Aleppo residents claim that White Helmets care only about money and saving rebels, but not the civilians. In fact, they are not autonomous, and cannot make their own decisions – these are made by other powerful people.”

Watch this stunning report which exposes the multifaceted fraud of the west’s propaganda darlings – whose real role was al Qaeda’s ‘Civil Defense’ who operate exclusively in terrorist-held areas of Syria:

Boko Haram: Exacerbating and Benefiting From Food and Water Insecurity in the Lake Chad Basin

Boko Haram: Exacerbating and Benefiting From Food and Water Insecurity in the Lake Chad Basin

While I do not support the entire analysis of this report on Lake Chad, it provides some useful information. In particular the conclusion highlights  an essential concept that is not properly understood: the shrinking Lake chad provides a fertile environment for recruitment to violent extremist groups like Boko Haram The larger point to be comprehended is that only with the economic development of North Africa (and the entire continent) poor, desperate Africans will either join terrorist groups or risk their lives trying to cross the Mediterranean. To transform the Lake Chad Basin, Lake Chad needs to be returned to its 1963 area of 25,000 square kilometers. This can be done by an inter-basin water transfer program called TRANSAQUA that was first proposed over 35 years ago. Now is the time for the nations of Lake Chad Basin assisted by China, Europe and the US ti finally begin working on this vital water infrastructure project.

Excerpts below
Long-term Threats to Food and Water Security

Lake Chad is the largest body of water in the Sahel, a semi-arid zone that stretches across the African continent from Senegal to Eritrea, dividing the Sahara Desert in the north from the grasslands of the south. The Lake Chad basin extends across the boundaries of eight countries – Algeria, Cameroon, the Central African Republic, Chad, Libya, Niger, Nigeria and Sudan. Lake Chad, the waterbody into which the basin drains, lies at the intersection of Cameroon, Chad, Niger and Nigeria.

Lake Chad Basin

Lake Chad was once the centre of the second-largest wetland in Africa and provides freshwater to riparian communities, breeding grounds for fish and fertile soil for crop production. In 1963, the lake covered 25 thousand square kilometres, but has since shrunk by 90 per cent.

The decline of the lake’s surface area is attributed to a decrease in rainfall across the Lake Chad basin and a simultaneous increase in the use of irrigation in the region. Irrigation began to be used in the region in the 1960s and 70s, but had a minimal effect on water levels during this time. Rainfall in the Lake Chad basin has decreased since the 1960s, mainly due to a decline in the number of large rainfall events. The use of irrigation increased across the region as a response to this change, and particularly after two severe droughts in the 1980s.

As Lake Chad is a relatively shallow lake – the average depth is about four metres – its size has fluctuated dramatically in the past. The US Geological Survey estimates that it has dried up many times in the last millennium and it is possible that it will be completely dry by 2030.

Never have so many people relied on the water of the lake. There are more than three million people living within 200 kilometres of Lake Chad and more than 46 million living within the larger basin. Most of the people living in the basin are concentrated around Lake Chad with 26 million Nigerians, ten million Chadians and six million Nigeriens and Cameroonians living within the basin. Population growth rates across the region are high and are likely to remain elevated, leading to a natural increase in the population by 2030. Larger populations will increase food and water stress in the Lake Chad basin and, unless socio-economic programmes are adopted, will further exacerbate the security threats discussed in this paper.

Conclusion

Environmental changes in the Lake Chad basin are not solely responsible for regional insecurity. These changes, however, have increased conflicts over limited land and water resources and provided NSAGs with a powerful rhetorical tool that attracts disenchanted individuals to their cause. Improving access to food and water in key parts of the Lake Chad region will deprive Boko Haram of a powerful recruitment tool, counteract the popular belief that the state is incapable of improving the lives of citizens and contribute to a better security situation in the region.

Open Letter to the political leaders of Central Africa, Southern Africa, and the Great Lakes regions

  • A third International War on the doorsteps of the Democratic Republic of Congo
  • The United States of America make a change of “sheriff” in Central Africa and the Great lakes regions

Excellences, Distinguished Presidents,

Whenever the great Western powers fight each other over the distribution of the wealth under our soil and subsoil, the children of Africa, our children, are turned into cannon fodder on this land that has been bequeathed to them by their ancestors for thousands of years. Since the end of the Second World War, the Western armies don’t fight any more on the African ground, but it is the African armies euphemistically or disingenuously called “allies” of the antagonist Western powers, who are killing each other over conflicts that are not their own and often without knowing the true source of the dispute!

Whenever the United States of America, either with or without the tacit or proven complicity of NATO, decide “sovereignly” to replace their “sheriff”, or “servant”, or even “gendarme” (you may choose your most suitable  expression) in our African regions, it is at the high cost of the blood of our African people!

For 21 years, the people of the Democratic Republic of the Congo have been drowned in that spiral and are paying the price of that cynical and cruel political strategy.

Excellences, Distinguished Presidents,

Since the fall of the Berlin Wall in 1988, adding the collapse of the Soviet empire, the Clinton administration decided at its sole discretion to terminate the fixed-term contract of the “gendarme” of the United States of America operating in both Southern and Central Africa at that time: Mobutu Sese Seko.Shamelessly, president Bill Clinton revealed the identity of the “new strong man”, the new “sheriff” of the United States. The name of the person who had taken that responsibility was Yoweri Museveni of Uganda.  He had been requested to guide his “adjunct”, the Rwandan Paul Kagame. The latter was asked, as a first assignment, to overthrow Juvénal Habyarimana in Rwanda, which he did through the genocide of 1994, causing the death of close to a million Tutsis and Hutus.

As a reward, he received a blank check to achieve an ethnic cleansing and establish one of the cruellest and bloodiest regime in Africa. The African blood, as we know, ran profusely through the Land of A Thousand Hills!

Two years following the tragedy in Rwanda, the new “sheriff” of the United States, the Ugandan Yoweri Museveni and his “adjunct” Paul Kagame, triggered and led, under the aegis of the United States and their Western allies, an international war against the Zaïre of Mobutu in 1996. No less than six regular armies of African countries, all members of the UN and the African Union including Rwanda, Uganda, Burundi, Angola, Chad and Eritrea were enlisted and sent to the battle, with the technical and logistical support of the United States.

This first international war of invasion of Zaïre aimed to chase away Mobutu, only to replace him by a hand puppet, Laurent Désiré Kabila, “sovereignly” chosen by the aggressors of Zaïre.This war caused, according to various experts’ reports, more than a million of both Congolese and Hutus victims!

In 1998, only a year after, when Laurent Désiré Kabila, the chosen “servant” under certain conditions, wanted to move forward and gain more freedom by any means, including rescind the one billion contract signed with the American Mineral Field (AMFI) of Jean-Raymond Boull for the exploitation of the vast mining deposits of the Gécamines to benefit a South-African firm, the second international war was then triggered to chase away Laurent Désiré Kabila. Once more, the Africans rushed in the arena fighting against one another.

That war opposed the aggressors’ armies, Rwanda, Uganda, Burundi and Eritrea supported by the United States versus the armies of Angola, Zimbabwe, Namibia, and South-Africa who came to the rescue of president Laurent Désiré Kabila. The war lasted until the assassination of LD Kabila in 2001. And once more a lot of blood was shed during those many years of war.

After deterring LD Kabila’s moves toward emancipation, the conquerors intended to secure the complete control over the mineral deposits and stronghold over the “scandalous” wealth of the DRC. Therefore, they“sovereignly” decided to impose at the head of the institutions of the DRC a Rwandan army officer, Hyppolite Kanambe, whom under those circumstances, used the Congolese identity of “Joseph Kabila”, with the approval of the international community. As for Africa, it remained submissively silent.

To their detriment, a few years later, the impostor they placed at the head of institutions in DRC, developed a taste for power and money. He also intended to move toward emancipation and set himself free from his “creators”. Like LD Kabila, he broke the rules and did an inexcusable mistake: selling the mineral deposits of Katanga, “exclusive properties” of the Western multinationals, to their Chinese, Korean, Iranian, and Russian competitors. Therefore, the international community led by the United States, suddenly remembered the existence of a constitution in the DRC, that limits the terms and power of the Head of the State. But they “forgot” that back in 2011, when they “sovereignly” imposed on the Congolese people a Rwandan army officer at the head of the  DRC, the same constitution was already existent, laying down eligibility conditions to the supreme office in the state!

When it comes to Africa, the law of the jungle approach is the only suitable one in the mind of the international community. The DRC’s constitution is only appropriate when its application leads to the best interests of the great powers. Therefore, they decided that “Kabila” must abide by the constitution and leave office. And the Congolese are applauding and thanking the Western “decision-makers”!

But all tend to forget that “Kabila” also stands for the interests of his Tutsis brothers of Rwanda and Uganda, who have assigned him, as a Trojan Horse in DRC to remain in power with their unconditional support. The situation led to a conflict of interests and the two “sheriffs” of the United States therefore became inconvenient.

Once more, Washington decides “sovereignly” to replace the “sheriff” in Central Africa and the Great Lakes regions.

This time, Angola is the chosen one. The same Angola that was armed by the American administrations, during more than 20 years, from 1970 to 1990, with the help and complicity of their former “sheriff” at the time, Mobutu Sese Seko.

A part of the Angolan people rose against other Angolan people who were armed by the former Soviet Union, joined by Cuban troops, “unconditional allies” of the Kremlin. In this war, once more, Africans blood was profusely shed.

Today, as the new “sheriff”, Washington chose a retired African general, the current minister of defence of Angola and designated successor of president Eduardo Dos Santos: General Joao Manuel Gonçalves Lourenço, 63 years old and born in Lobito, Angola. His last trip to the United States rang the bell of a formal investiture ceremony as the new “gendarme” of the United States of America in Central Africa, Southern Africa and the Great Lakes regions.

As usual, the US did not hide the partnership accompanied by a protocol, signed by both countries, aiming to“help Angola restore order” in the troubled region of Central Africa, specifically in the Great Lakes region. The official press agency of Angola (Angop) released a statement made by the Ministry of Foreign Affairs of Angola, announcing that the meeting in Washington was dedicated to the political analysis of the situation in DRC and Burundi. Confirming its new leading role under the aegis of the United-States in the Great Lakes region this year 2017, the Angolan Minister of Defence added: “This year in December, we will contribute to find a lasting peace in all these countries”. But the Angolan Minister did not tell us how they intend to impose the agreement made with the US in the three targeted countries: The Democratic Republic of Congo, Burundi, and the Central African Republic. Considering that the crisis these three countries are going through originates from various sources and are different in nature. Those who started the fire in 1996, are coming across as the firefighters intending to extinguish the fire!

In addition to the agreements signed in Washington “Joseph Kabila” sent two missions in Luanda, a formal one through his Minister of Foreign Affairs, She Okitundu, who stayed from Friday 19th of May to Saturday 20th of May, and another secret one including exclusively his chief of staff, Néhémie Mwilanya “guided” by Bizima Karaha. These two assignments ended in failure. The 21st of May the international press reported that the infantry of the Angolan army made a move along the western border of the DRC with Angola, along with tanks and heavy artillery. Another move of the Angolan troops had also been reported in the northeast of Angola.

The next day, Paul Kagame of Rwanda, made the move to put an end to this new synergy dangerously threatening the balance of forces and interests of Rwanda in the occupied DRC by Kigali, and controlled by various multinationals around the world.

During the night many battalions of the Rwandanarmy deplaned from the military transport aircraft at in the international airport of Ndjili with heavy weapons. They were immediately taken to the military base of Kitona, located in Bas-Congo province, towards the border with Angola.

Excellences, Distinguished Presidents,

Allow me to draw some conclusions from the sombre picture Africa is facing, specifically the Congolese people:

  1. Africa along with the rest of the world are helplessly standing by, watching the setting up of the scene for a 3rdinternational war on the Democratic Republic of Congo’s soil. It will be its 3rdinternational war in less than 20 years, a world record! According to the UN experts’ various reports, the successive wars made more than 12 millions of victims! The words used by the leader of the British Labour Party on the subject to condemn the depth of the monstrosity are very telling. Mr Jeremy Corbyn publicly stated that the successive wars in the DRC made more victims than during the 2nd World War!Whereas the Apostolic Nuncio in Kinshasa, Mgr Luis Mariano Montemayor, when facing the atrocities while visiting Beni, in the east of DRC, at the end of the month of august 2016, did not hesitate to name the“Congolese genocide”. But in the face of the magnitude of the tragedy, the African leaders are turning a deaf ear and a blind eye! Probably thinking it its only happens to others…
  1. You may have noted, as I did, a common and unique factor to all these wars: neither of the Congolese people, their political class, their army, have ever been requested as part taker of these war process. They are missing from the conception phase to the implementation or final decision to go to war. The Democratic Republic of Congo is considered by the international community, and sadly by African countries, as a common property, a “terra nullius”decreed back to 1885 by the same powers controlling her today!
  1. The two previous international wars, as the third one under consideration, in DRC, are not African wars decided by the Africans for African interests. All these wars led by Africans regular armies are proxy wars, each and every one of them, without a single exception. They are conceived, planned and financed by hidden prominent lobbies of the western countries to secure their best interests on our African soil. Sadly, African leaders became “proxies” skilfully handled by western countries to fight all kinds of wars for the purpose of precious materials and limited resources. But these wars are hiding behind“ethnic wars” or “tribal wars”which the African people, refractory to “democracy” are taking responsibility for. In the face of this factitious picture, the victims became the executioners, and the executioners became the “saviours”, the “judges”, the “benefactors”!
  1. The African leaders “elected” by the western capital cities, as the “gendarme” naively enjoy being the chosen ones. Forgetting that tomorrow when they will be no longer needed, their western mentors will use their current victims to be their executioners. It is then compelling for the African leaders to learn from the mistakes made in the past and put an end to this vicious circle, categorically refuse to be used as a sword in the gloved hand of the masked powers, to shed the blood of their African brothers.
  1. Therefore, it is time for the Africans to write their own History. Which implies the willingness of the African leaders to fearlessly own Africa’s destiny in their hands, and refuse imposed wars, so called peace conceived, and unilaterally decided by foreign powers.

Excellences, Distinguished Presidents,

It is with great concern, love, and severity that I make an urgent appeal, to you who have the destiny of Africa in your hands. I am very well aware of the weight your responsibilities.

Experience, in my humble opinion, is not solely the result of great achievements in the past, but it is also attributable to the lessons we learn from a long string of failures along the way. Let us bounce back from the mistakes of our fathers, our elders, as well our own mistakes. Let us learn the lesson to fix our path and lead Africa to its own sustainable development! Let us break the vicious circle, beat the fate of mediocrity and inferiority, and end the downward spiral of our people.

Gone are the days when we were powerless, pointing the fingers to our past settlers with tears in our eyes. If our former executioners are still manipulating us, turning us against each other to secure their interests, we can only have ourselves to blame. More than 60 years after obtaining our independences, we clearly reached political maturity. Therefore, we shall fully undertake our responsibilities, the destiny of African people and the generations to come.

For it is true that if yesterday they controlled us not only due to their power, but more for our ignorance, as rightly stated by Simon Bolivar, it is true that today they still control us, over and again, not by our ignorance this time, but by the selfishness, unconsciousness, cowardice, of our African leaders.

Each and every one of us, without exception, must rethink things over. We must bravely look into the past, disregarding our current and future political standards. If we fail to do it today, History might never be written by Africans, as prophesied by Patrice Emery Lumumba, but it will be written by its conquerors. And they will teach us and our children, the famous words of Brennos to the Romans: “VAE VICTIS” (“woe to the vanquished”)!

Excellences, Distinguished Presidents,

Today, the African youth is reaching out to you, to all of us carrying the weight of their destiny. They are shouting out their anger, and love along with a message of hope in their distressed call. Let us not disappoint them!
