Human Rights Watch investigator was considered to be the most knowledgeable American on the Rwandan Genocide and wrote the 1999 book leave none to tell the story which many considered to be the definitive account of the conflict. She testified 11 times before the international criminal Tribunal for and gave evidence about the Rwandan Genocide to panels of the French National Assembly the Belgian Senate the United States Congress the organization of African unity and the United Nations in her book she left the question of who down to the presidential aircraft unanswered.

However when interviewed by journalist Lara Santoro in Arusha in 2001 admitted off the Record that she had always suspected the RPF to be responsible but had recently become convinced unfortunately Alison des Forges passed away before she could make her suspicions public. When all of the evidence interviews and testimony are considered a pretty clear story begins to emerge one that doesn’t look good for the RPF and calls into question its previously accepted role as the savior of # Rwanda that brought a halt to the genocide in the end it’s pretty obvious why president Paul # Kagame doesn’t like the question who assassinated #Habyarimana.

There is a groundswell of pro-Russian sentiment in Africa as more and more African nations turn to Russia and China and away from the debt trap and double standards on offer from the Western mafia of Wall Street and the City of London.

For the Congolese, Russian intervention to assist militarily in the restoration of peace and stability in the east of DRC is welcomed. For months now, people in the capital Kinshasa, and provincial capitals of Bukavu and Goma, have demonstrated against  Western exploitation, against Western backing of the Kagame regime and have held up placards saying `Putin Help Us`, `Russian Help Welcome` and placards showing photos of Presidents Tshisekedi and Putin together. The reason is simple: Russia delivers on its promises of security unlike UN peacekeeping missions and French security programs like Operation Barkhane in Mali.

Recently, the Elders of Congolese Royal dynasties and clans requested of President Tshisekedi`s government, that Russia intervenes in the east to end the war.

The Russian ambassador to Kinshasa, Alexey Sentebov, held a meeting on the 3 March attended by the Elders, in which he stated that Russia is available to assist DRC to restore peace in North Kivu, South Kivu and Ituri in the east. DRC territory is currently being occupied by both Rwandan and Ugandan military forces that are labelled M23 and ADF terrorist insurgencies.

It is only in the past few months that President Tshisekedi has broken the silence and called M23 by its real name: the Rwandan military. Up until that point, even the Congolese government used the misnomer of M23 Militia for the sake of political diplomacy. To avoid further open political dispute with its neighbors, the ADF are still referred to as militia, by government.

Ambassador Alexey Sentebov, said on 3 March that Russia is extending to DRC a win-win partnership in the new global order, an opportunity for  DRC to exit from the West`s prison, by which he meant the prison of IMF debt-induced poverty and instability .

Burundian analyst, Christophe Ndayiragije, stated that” Africa is returning to the era of the 1960s when it was on the brink of economic transformation before our dreams were destroyed. It is a real shame for the West, how they can call exploitation, development. People see Russia, they cry : Russia, Russia come – because they are conscious of what the West are doing, of what is hidden, from Mali, to Burkina Faso, the Sahel, to the Great Lacs. It is really bad what the West does. “

There has been a  resurgence in violence in North Kivu by the Rwandan military in the last year, leaving hundreds of civilians in rural areas murdered, mutilated and women and young girls raped. Tens of thousands continue to live in inadequate UN camps.

The resurgence in violence (as M23 had been previously pushed back from DRC territory), was sparked by the government`s implementing of Martial Law in North Kivu and Ituri provinces in 2020. This has resulted in, mostly, ending the decades-long black-market in gold, diamonds and rare earth minerals essential to the digital economy: coltan and lithium. The black-market for these resources is in Rwanda which has been conducting a policy of legalized crime, the main beneficiaries of which are the City of London and Wall Street traders. Rwanda is rewarded for its mercenary activities in DRC through EU military grants and continues to be the largest recipient of British foreign aid. Tony Blair has long-standing relations with Rwandan` President for Life`, Paul Kagame.

Without security and stability this region cannot achieve transformation to a prosperous economy for all. Indeed, the turmoil in DRC is affecting progress for the entire continent. The African Continental Free Trade Agreement (AfCFTA) will never function optimally without trade flowing through the center of the continent, namely the Central African Republic and the DRC.

The African Integrated High Speed Railway Network ( AIHSRN) incorporates Eastern DRC on one of the key railway corridors. The Tanzanian section of the high speed electric train for both passengers and cargo will be complete in the very near future as Tanzania has already completed the line to Morogoro. The rail corridor is planned to go from Dar Es Salaam, across Tanzania, to Burundi, Rwanda and North Kivu and South Kivu from where it will traverse the entire DRC to finally link up to Pointe Noire in Congo Brazzaville. The qualitative changes that a high-speed railway will have on all economies, is immeasurable in terms of trade and the raising of the standard of living.

Therefore it is in the interests of every African that lasting peace is achieved so that Africa can take its rightful place in the world.

To the Anglosphere, Beware The Ides of March

March 15, 2023, 2022 (EIRNS)—The chain reactions of financial meltdown as of today—the Ides of March—are rippling through the Western system. At the same time, initiatives for peace and economic diplomacy among the Global Majority are impressive. Woe betides the Anglosphere.

What is critical in these precarious times, is the policy, and methodology, embodied in the Schiller Institute’s collaborative mobilization for an international emergency conference, released March 14 in the statement, “Helga Zepp-LaRouche: Call for an International Emergency Conference To Reorganize the Bankrupt Financial System.” This is, at the same time, an economic emergency response, and an anti-war mobilization.

The statement, now circulating in Spanish and other languages, is hitting the mark on opening the way for what to do. In the U.S., a statement was released today by Diane Sare, LaRouche Independent candidate for the U.S. Senate from New York, “Bank Bailout Is Illegal—Congress Must Implement LaRouche’s Four Laws.” The first law is to reinstate the Glass-Steagall Act from 1933, for bank regulation, which worked until its wrongful repeal in 1999.

On Monday evening, March 13, Moody’s the rating agency downgraded the entire U.S. banking system from “stable” to “negative.” This came within hours after the President of the United States made a nationally televised address to say, “Your banks are sound. Your money is safe.” The public response? Disbelief. Every hour now, some other authority, from the Dominican Republic to Switzerland is likewise saying, “trust us, your money is safe,” to the same public response. In Switzerland late today, the National Bank of Switzerland announced it will intervene to rescue Credit Suisse, an institution completely embedded in the web of Western mega-banks. During the day, bank stock values plunged on the trans-Atlantic exchanges.

There must be, and there can be, a new system put in place, as Zepp-LaRouche’s statement makes clear. Along with the chicanery of cryptocurrency, and other wrongdoings in the existing, collapsing monetary system with its trillions in derivatives, the economy is collapsing in physical terms. For example, in Germany during 2022, natural gas consumption declined 13% over the prior year, associated with industrial production contracting drastically. In gas-intensive manufacturing of various kinds, the consumption of gas dropped over 20% last year. It reflects also the fraudulent green assault on high-tech energy and the sanctions against Russia and other nations.

Against this process are key moves among the Global Majority nations toward economic mutual benefit and an end to the induced geopolitical strife. A meeting took place in Moscow today of deputy foreign ministers from Turkiye, Syria, Iran and Russia, setting grounds for collaboration in their region. Syrian President Bashar al-Assad headed a delegation in person, and met with Russian President Vladimir Putin today.

Join the mobilization. Join up and enlist others to the drive for emergency economic action, which is one and the same with the drive to stop the Global NATO dynamic leading to World War III. Sare states in her new release, “As my mentor, the late economist and statesman Lyndon LaRouche already warned decades ago, the system is completely bankrupt. There is no possibility of making good on the over $2 quadrillion of derivatives obligations held by the ‘too-big-to-fail’ financial entities of London and Wall Street. The system must be put through an orderly bankruptcy reorganization as part of reinstating the Glass-Steagall Act-mandated separation of commercial from investment banking. This is the first of LaRouche’s ‘Four New Laws’ ” which he drafted in June 2014. Now is the time.

March 10—The Global Security Initiative, announced by China in 2022, delivered an important victory to humanity on March 10, with the announcement, from Beijing, of the resumption of diplomatic relations between Saudi Arabia and Iran. Representatives of the Kingdom of Saudi Arabia and the Islamic Republic of Iran made the announcement that they would reestablish diplomatic relations two months from now. This was done, as the Saudi Press Agency official statement put it, “in response to the noble initiative of His Excellency President Xi Jinping, President of the People’s Republic of China, of China’s support for developing good neighborly relations between the Kingdom of Saudi Arabia and the Islamic Republic of Iran.”

Consider the role of the United States in Iran from the CIA-orchestrated coup in 1953 until 1979. Consider the relationship between the United States and Saudi Arabia, from the end of World War Two until now. Then, think more deeply about the colonial relationship of the British Empire to both Iran and Arabia, over centuries, and over the period since especially the 1916 Sykes-Picot Treaty.

What has just happened to the Anglosphere’s geopolitical “Great Game”?

To understand the strategic realm in which this success is actually located—the “complex domain” of universal history—we refer to Lyndon LaRouche’s 1983 proposal, “Saudi Arabia in the Year 2023, Part 1: Overcoming 1,000 Years of Looting and Subjugation of the Arab World.” It stated,

During the reign of Caliph Harun Al-Rashid, at Baghdad, Mesopotamia is estimated to have supported a population of 30 or more million souls, ten million more than today. At that time the Caliphate was the most advanced culture in the world, in respect to scientific knowledge…. As the Roman Empire collapsed of its own moral decay, to the west, the great Gupta renaissance had arisen in India to the east…. [I]t was Al-Farabi, who returned to Europe the well-tempered, 12-tone, octave musical scale, and chiefly Ibn Sina who gave Europe medicine and much of its impetus for rigorous scientific knowledge, as the case of England’s Roger Bacon of the 13th century illustrates. To speak of Arab culture today, or to speak, more broadly, of Islamic culture, we must include the fact of the Arab renaissance of now more than 1,000 years ago.

One cannot expect State Department cretins like “cookie monster” Victoria Nuland, or the offal of the once-not-only-evil-but-competent British Civil Service, to understand LaRouche’s strategic point, which an Arnold Toynbee would have recognized immediately. The diplomacy of durable regional security requires that Indian, Persian, Arab and, differently Islamic cultural heritage must be, not only understood and valued, but mobilized as the creative substrate and basis for, not merely regional peace, but progress and prosperity.

The 5,000-year-old Chinese civilization, today possessed of the most productive economy in the world, and a leadership that has acted worldwide, for a decade, on its proposal of win-win cooperation, has just proven that, indeed, a “Coincidence of Opposites” can be achieved in even the most difficult of circumstances. This is a proof of principle for what can be done worldwide. That includes conducting diplomacy in the Russia/NATO conflict, misnamed “the Ukraine conflict,” as was indicated in the Chinese 12-point peace proposal, issued Feb. 24, titled, “China’s Position on the Political Settlement of the Ukraine Crisis.”

The forces of the international Schiller Institute are intervening in many nations, particularly in the Anglosphere’s France, Germany, the Netherlands, Greece, and the United States, in what is beginning to take shape as an authentic “mass strike process.” This does not merely refer to rallies, demonstrations and elections, but a palpable change in social consciousness that suddenly sweeps the world “like a force of nature.”

Economist Rosa Luxemburg, in 1906, wrote,

[T]he mass strike is not artificially “made,” not “decided” at random, not “propagated,” but that it is an historical phenomenon, which, at a given moment, results from social conditions with historical inevitability.

The intelligence of mankind seems, of a sudden, to become greater, when and where it is successfully engaged by those who have prepared for that moment. The most alert, who tend to be young people, are satisfied only with “frontier thinking,” profound ideas that demand a re-thinking of the very purpose of life itself.

The Schiller Institute international conference held March 11, titled, “To End Colonialism: A Mission for All Youth,” featured many such young people whose self-assigned mission is to initiate a worldwide permanent Socratic dialogue among thousands of their contemporaries. [See a report on it elsewhere in this issue.] In this way, by mastering the Socratic method of Cusa, Leibniz, Gauss, Riemann, and of LaRouche, they will be intellectually armed to assault and overthrow the “Empire of the Mind” with which the culturally decadent high priesthood of academia has enmeshed them, but cannot hold them.

We are now seeing the potential for such a process, even as the world faces thermonuclear war. The multiple appearances of Schiller Institute representatives, led by Helga Zepp-LaRouche herself, founder and leader of the Institute, in various media outlets in China, the United States, and social media, as well as the many interviews done with Diane Sare, Independent U.S. Senate candidate for New York, have, in the past few days, successfully put into circulation the truth about the Ukraine war—namely, that its real intention is the dismemberment of Russia.

The intent of carving up Russia—not just weakening or “containing” it, has been openly discussed by geopolitical networks for years, including, for example, by the U.S. Commission for Security and Cooperation in Europe. A Bloomberg News article June 1, 2022, headlined “Is Breaking Up Russia the Only Way To End Its Imperialism?” is typical. José Vega, representing The LaRouche Organization, has been exposing this “destroy Russia” strategy in media appearances, including on the One America News network and the Jimmy Dore show. EIR News Service is currently preparing a dossier with documentation of this deadly policy.

Standing in total contrast is the new diplomacy initiative March 10 by the joint China-Iran-Saudi Arabia announcement. It derives from the same method of thinking as that inherent in the “pre-mass strike” intervention process that is now creating an incipient solidarity among the populations of the Trans-Atlantic sector against war and for economic development. Look at it from another perspective, in the form of the “deep-cleaning antiseptic of truth” that Seymour Hersh provided the world through his Nord Stream pipeline exposé. The truth-effect keeps spreading, and will keep spreading, with our assistance, and with every lie that is told about what obviously happened.

The ridicule to which the enemies of humanity are now being submitted, as they try to convince the world that “Moby Dick blew up the pipeline,” is the necessary antidote to their persistent lies about nearly everything. Humor neutralizes the lies that have driven the captive populations of the Anglosphere nations to the psychological point, either of insanity, or to an even more insane point: moral indifference.

When people read the “Nord Stream pipe-dream” story in the newspapers, including the very New York Times where Seymour Hersh was once a reporter, claiming that reinforced steel pipelines encased in concrete, sitting at a depth of 260–360 feet (80–100 meters) in the Baltic Sea, were booby-trapped with, not one, but four explosive charges, and this was done by two divers from a 5-man and 1-woman yacht team, financed by a shadowy Ukrainian oligarch, to be much later detonated by remote control—even the most dedicated users find themselves asking whether it might be time to reverse marijuana legalization.

Speaking of sobering up, the just-announced bankruptcy of Silicon Valley Bank, preceded by San Diego’s Signature Bank, means that, as with the precursor tremors that antedate an earthquake, the savvy should demand the shutdown of speculative commodities markets and Samuel Bankman-Fried-like scams. As a wise man once said, “You can only kick a can down the road so many times before it becomes a bucket.”

On the Schiller Institute campaign regarding lifting the Syrian “Caesar sanctions” and removing American troops from their illegal occupation of that nation, H.Con.Res. 21, introduced by Rep. Matt Gaetz (R-FL) in February, calling for American troops to be withdrawn from Syria, was defeated March 8. Note, however, that there were 103 Congressmen and Congresswomen that voted for it. Unlike with the disgraceful resolution to uphold the murderous Caesar sanctions, passed Feb. 27, before the H.Con.Res. 21 vote and opposed by only 2 members of the entire House, the Gaetz resolution was even supported by Robert Ford, Ambassador to Syria under Barack Obama, obviously no political ally of Gaetz.

Ambassador Ford said, “We owe our soldiers serving there in harm’s way, a serious debate about whether their mission is, in fact, achievable.” On sanctions, Ford said, “I would say it’s disingenuous for those who justify the sanctions to say that they don’t harm ordinary Syrians living in government-controlled territories. They obviously do.”

Allies of the Schiller Institute, specifically those involved in the Feb. 19 Rage Against the War Machine Rally, have announced “Operation War-Hawk Down,” a campaign to remove those House members from political office who voted for both the sanctions and for maintaining American troops in Syria.

It were well to consider replacing them, and to repopulate American politics with independently-thinking persons concerned about the fate of humanity. Patriots who also consider themselves world-citizens of one humanity should take a moment to reflect upon what China has done with Saudi Arabia and Iran, and not only desire but seek to do likewise.

African countries must not allow the United States to influence their internal decisions and actions and use them as “geopolitical tools” against countries such as China and Russia, says a political analyst.

Qinduo Xu, a senior fellow at China-based think tank Pangoal institution, told Press TV in an interview on Monday evening that African leaders must ensure that the interests of the continental countries remain a priority when dealing with world powers.

“It is justifiable for the African countries to demand equality, respect and a mutual benefit from other countries. And they should not be used as tools in this geopolitical game against certain countries like China and Russia,” Xu said on weekly Africa Today show.

“The African countries [should] remain independent and sovereign in terms of making decisions, and always start from their own national interests when they deal with big powers, in particular, the US, EU, China, and Russia.”

The political commentator said African countries should not submit to the pressure tactics used by Washington and Brussels that serve the West’s interests, instead of their own.

For years, US strategy towards Africa has framed the continent as a venue for competition with Beijing, repeatedly alleging that China is creating a “debt trap” in Africa.

In mid-January, Chinese Foreign Minister Qin Gang denounced the groundless allegations in a joint press conference with the chairperson of the African Union (AU) Commission Moussa Faki Mahamat.

“So-called China’s debt trap in Africa is a narrative trap imposed on China and Africa. Projects and cooperation carried out by China in Africa contributed to Africa’s development and the improvement of people’s lives. The African people have the biggest say in this,” Gang said at the time.

In late January, US Treasury Secretary Janet Yellen repeated claims by Western officials that China is creating a debt problem in Africa, alleging that China is a “barrier” to debt reform in the continent.

In response, the Chinese Embassy in Zambia said “the biggest contribution that the US can make to the debt issues outside the country is to act on responsible monetary policies, cope with its own debt problem, and stop sabotaging other sovereign countries’ active efforts to solve their debt issues.”

Xu told Press TV that the debt issue is a serious problem in developing countries and blamed American policies for aggravating the problem by fanning the flames of war in Ukraine and imposing “biting sanctions” on Russia.

Russia launched a military operation in Ukraine in February last year, saying the move was provoked by NATO’s eastward expansion and the military alliance’s refusal to provide security guarantees to Russia.

The simmering one-year conflict has provoked a unanimous response from the US and its allies, who have slapped many rounds of sanctions on Moscow while providing lethal arms to Ukraine.

Xu said the US is “not really in a position to talk about the debt problem of other countries because they have a much larger debt problem.”

In February, the US Congressional Budget Office projected that the US Treasury will exhaust its emergency measures to prevent a debt default sometime between July and September unless Congress raises the $31.4 trillion debt limit.

“[The US] purpose of developing a relationship with African countries is not really about [cultivating] bilateral relationship… they only want to create some setback probably on China’s relationship with African countries,” Xu argued.

He slammed the US “colonial mentality” that disrespects Africa’s sovereignty in taking their decisions based on their own interests.

“While China is only perusing a win-win policy in its investments in other countries, US overall policy on Africa or its priority is to take on China, and to compete with China, instead of doing business on equal footing with African countries,” he said.
