South Africa’s leading civil engineers declare most municipalities are now IRREPARABLE — “beyond the point of no return.” This means no voting or party can fix them anymore. They are functionally insolvent. National Treasury agrees and just cut R14 BILLION in funding to 69. The entire local government system will have to be dissolved and restructured.
