Alors que Paul Kagame pensait encore imposer sa domination grâce à l’alliance de ses forces avec certains pays voisins, l’arrivée d’Eric Prince et de ses hommes bouleverse tout. Quatre bataillons du RDF, alliés à des soldats kényans et ougandais, viennent d’être anéantis, confirmant que la dynamique militaire, diplomatique et géopolitique est désormais en faveur de Kinshasa. Les Wazalendo, appuyés par une technologie de pointe, renforcent leur rôle central dans la défense du territoire congolais. Voici le récit détaillé d’une défaite qui marque peut-être le début de la fin pour Kagame.
Je vais vous raconter, mes chers amis, une histoire qui illustre à quel point les équilibres de pouvoir dans la région des Grands Lacs sont en train de changer. La nuit de mercredi à jeudi a été marquée par une série d’événements qui annoncent peut-être une nouvelle ère pour la République démocratique du Congo et ses alliés. Depuis des années, Paul Kagame et ses hommes du RDF opèrent à l’est du Congo, sous couvert de mensonges diplomatiques et de manipulations géopolitiques. Mais cette fois, la donne semble avoir basculé de façon brutale et irréversible.
Les informations qui nous parviennent de Walikale, d’Uvira et des hauts plateaux du Sud-Kivu confirment un fait majeur : l’armée de Kagame a subi une défaite d’une ampleur qu’elle n’avait pas connue depuis des décennies. Quatre bataillons entiers – soit environ 4 000 soldats – composés de Rwandais, d’Ougandais et de Kényans engagés dans cette aventure guerrière, ont été pulvérisés. Les survivants se comptent sur les doigts d’une main, les autres ayant été soit neutralisés, soit capturés. Un prisonnier rwandais, interrogé après son arrestation, a livré des détails qui confirment la présence de militaires RDF en territoire congolais, mettant à mal une fois de plus le discours trompeur de Kigali selon lequel le Rwanda ne serait pas impliqué dans cette guerre.
Cette défaite n’est pas arrivée par hasard. Elle est le fruit d’un changement radical dans les alliances régionales et internationales. Pendant longtemps, Kagame a bénéficié du soutien tacite ou explicite d’entreprises et d’intérêts occidentaux qui profitaient du pillage des minerais congolais transitant par Kigali. Mais l’arrivée des États-Unis, et particulièrement du poids lourd que représente Donald Trump dans ce dossier, a changé le cours des choses. Dès que Washington a imposé des directives claires aux multinationales, le château de cartes de Kagame a commencé à s’effondrer. Trump scraps $5B in foreign aid in rare ‘pocket rescission’

WASHINGTON — President Trump is moving to cancel nearly $5 billion in congressionally approved foreign aid and peacekeeping spending in a rare “pocket rescission,” The Post has learned — deploying a legally debated maneuver that hasn’t been used in 48 years.
Trump on Thursday night notified Congress of his request to cancel the funds, which had been tied up in a court case until earlier in the day.
A pocket rescission is a request that’s presented to Congress so late in the fiscal year — which ends Sept. 30 — that it takes effect regardless of whether Congress approves.
The clawback includes $3.2 billion in United States Agency for International Development (USAID) development assistance, $322 million from the USAID-State Department Democracy Fund, $521 million in State Department contributions to international organizations, $393 million in State Department contributions to peacekeeping activities and $445 million in separately budgeted peacekeeping aid.
The spending had been destined for a wide variety of nonprofits and foreign governments and was paused earlier this year by the White House Office of Management and Budget (OMB) and then stuck in legal limbo due to an ensuing lawsuit filed by the Global Health Council.
The DC Circuit Court of Appeals on Thursday lifted an injunction in the case, opening the door for Trump to proceed with the first attempted pocket rescission since 1977.
The Trump administration has highlighted spending items that are allegedly wasteful, such as $24.6 million for “climate resilience” in Honduras, $2.7 million for the South African Democracy Works Foundation, which published inflammatory racial articles including “The Problem with White People,” and $3.9 million to promote democracy among LGBT people in the Western Balkans.
Other highlighted allocations include $1.5 million to market the paintings of Ukrainian women.
The roughly $838 million in peacekeeping funds being eliminated include payments to support United Nations peacekeeping forces in places such at the Democratic Republic of Congo, where the Trump administration recently brokered a peace deal with next-door Rwanda, and the Central African Republic, where the mission has been criticized as aligned with Russian business interests.
Allocated peacekeeping funds include $11 million to provide Uruguay’s military with armored personnel carriers, $4 million for a training center in Zambia and $3 million for barracks to house Kazakhstani peacekeepers.
The clawback would not affect US support for the Multinational Force and Observers peacekeeping mission along the Egyptian-Israeli border.
Qatar has circulated a draft accord envisioning a phased roadmap toward peace. The document calls for government authority to be restored in areas now under rebel control, overseen by an “Interim Special Force” with a five-year mandate. Other provisions include a national dialogue in 2025, regional elections in 2027, and the creation of a truth and reconciliation body.
But the proposal is deeply contested. Kinshasa opposes the buffer force, fearing it undermines sovereignty, while M23 resists surrendering seized territories.
“The M23 delegation is in Doha to discuss ceasefire mechanisms and the release of its members arrested by the government, not to negotiate a peace agreement.
“Kinshasa’s willingness to release prisoners could help. But if M23 insists on securing the release of its members before signing a peace agreement, it feeds suspicions that the group is acting as a surrogate for foreign interests – fighting to secure resources rather than genuine peace,” he explained.

Fresh negotiations between the Democratic Republic of Congo (DRC) and M23 rebels resumed in Doha last week, but experts warn that the fragile process risks stalling before a comprehensive peace agreement can be reached.
Despite international mediation by Qatar and prior commitments on paper, issues such as mistrust, prisoner releases, and disputes over territorial control continue to cast a long shadow over one of Africa’s most protracted conflicts.
The new round of talks comes just a month after Congo and a coalition of armed groups, including M23, signed a ceasefire agreement known as the Declaration of Principles.
While that deal was hailed as a breakthrough, both sides have since accused each other of violating its terms, with fighting persisting in eastern Congo.
Prisoner releases as a sticking point
A diplomatic source close to the mediation told Anadolu that the M23 delegation arrived in Doha focused on the release of detained members rather than finalizing a broader peace accord.
“The M23 delegation is in Doha to discuss ceasefire mechanisms and the release of its members arrested by the government, not to negotiate a peace agreement. The release of M23 prisoners will be a crucial step towards reaching a comprehensive truce,” the source said.
Religious leaders in the Democratic Republic of Congo (DRC) have presented a detailed roadmap for a national and inclusive peace process in the war-torn Central African nation.
In the August 25 document presented to President Felix Tshisekedi, members of the National Episcopal Conference of Congo (CENCO), the Church of Christ in Congo (ECC), the Platform of Religious Confessions in Congo, and the Interfaith Coalition for the Nation (CIN) describe the road map as “a pastoral and prophetic action” aimed at ending decades of armed conflict and building lasting reconciliation.
They express concern about the “persistent gravity of the recurring cycle of armed conflicts that have ravaged the Democratic Republic of Congo over the past thirty years, tragically claiming millions of Congolese lives.”
The religious leaders deplore the resurgence of a new armed conflict involving the AFC/M23, supported by Rwanda, which they say adds to the already alarming presence of numerous armed groups in the country, both national and foreign.
They emphasize the urgent necessity of bringing together “the sons and daughters” of the country in the framework of a national and inclusive dialogue in order to find “holistic, lasting, and adapted solutions to the root causes fueling these armed conflicts and threatening the very existence of our Nation.”
The roadmap, unanimously submitted to the Head of State and through him to the Congolese people, is structured around four key stages.
